Job Context

     
    • Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a peoples` centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. About three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted to the changing situation and provided the most time-bound services, especially for the poor and disadvantaged. A community-focused and people-centered approach has been adopted by ESDO, while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 283 Upazilas under 49 districts of Bangladesh, covering over 10 million poor and vulnerable people.
    • With the partnership of CARE Bangladesh, ESDO is implementing the Scaling up Flood Forecast-based Action and Learning in Bangladesh (SUFAL) PHASE II, Bangladesh in Jamalpur District. ESDO is inviting applications from interested qualified candidates for the position.
    • A consortium led by CARE Bangladesh, Concern Worldwide and technical partner Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) has been established. The consortium has launched the ECHO funded project ‘Scaling-Up Flood Forecast-based Action and Learning in Bangladesh (SUFAL) to strengthen the case for early action by implementing FbA system in three flood-prone districts of Northern Bangladesh. CARE Germany, the CARE Member Partner (CMP) holding the donor contract will oversee the project in Bangladesh and liaise directly with the donor.
    • SUFAL consortium partners with national and local government to implement AA to address the technical, economic, and institutional barriers limiting its uptake. The project will strengthen flood forecasting early warning by facilitating impact-based forecasting to contextualize forecasts, and identify wide range of community-focused early actions by developing an institutionalized mechanism to initiate FbF/A. Standard Operating Procedures (SOPs) will guide how FbF/A are systematically tied to triggered threshold levels and provide guidelines on the roles of government and local stakeholders in taking early actions, emphasizing the protection of vulnerable groups. SUFAL will advocate for financing early actions, and propose recommendations on how FbA can be integrated into the DRM framework. Furthermore, SUFAL will study how social safety net programmes can also support early actions, and advocate for strengthening Shock Responsive Social Protection. During the monsoon season, SUFAL will test the system established to strengthen the evidence base for AA by assessing its impact and value for money. SUFAL will facilitate national and local level dialogue and advocacy around FbA to address institutional mandate challenges. By increasing capacity for AA, this project will improve the Government of Bangladesh`s ability to respond timely and effectively to monsoon floods.

    Job Responsibilities

    • Supporting SUFAL in all administrative, financial and logistics operation in compliance with generally accepted accounting practices and CARE and ECHO’s Financial, procurement and Administrative Policies and Procedures.
    • S/he will manage all logistics and financial support to project staff for organizing/arranging different Workshop, Seminar, Training, Meeting and other deliverable event/activities with project participants/stakeholders as well as manage vehicle, inventory and administrative reporting system and formats as required.
    • The incumbent will ensure day-to-day administrative operations for implementation of this project.
    • S/he will review/manage expenses, budget related works in coordination with the Program Managers.
    • S/He will prepare / revise project budget reports, monitor / review expenses and material resources.
    • S/He will also responsible for financial reporting of the project and procurement of project materials.
    • S/he will assist to conduct periodic and annual audits and facilitate external audits.

    • At least 3-5 years’ practical experience in in any National/International NGO relevant field. This may be relaxed for the highly experienced person
    • Proven skill in financial management, managing of donor funds, GAAP, GOB rules (VAT, Tax etc.) Donor rules and regulations etc specially in EU.
    • Skilled in budgeting, budget monitoring and review of project expenses.
    • Sound and prompt in different program reporting as well as reconciliation of Program vs Financial Report.
    • Clear concept on different procurement/payment procedure
    • Strong safety and security awareness.
    • Sound knowledge of Finance and Administration policies
    • Proficiency in computer skills
    • Excellent verbal and written communication skills in English
    • Good understanding of MS Office applications
    • Ability to understand the need and plans of the program
    • Skilled in budget preparation, budget monitoring and review of project expenses
    • Facilitation of Audit (internal and external)
    • Knowledge on internal control process, HR and administration
    • Ability to work in a team with good interpersonal skills
    • Strong communication skills
    • Good negotiation skills
    • Ability to prioritize activities to act and decide promptly
    • Good understanding on issues related to gender equity and protection
