CONTEXT
Young Power in Social Action (YPSA) is an organization for sustainable development, registered with the different departments of the People's Republic of Bangladesh. YPSA is a national NGO established in 1985 and working in 13 districts of South-eastern part of Bangladesh. YPSA envisions a society without poverty where everyone’s basic needs and rights are ensured. YPSA exists to participate with the poor and vulnerable population with all commitment to bring about their own and society's sustainable development.
At present YPSA is implementing the project Inclusive and efficient access to internet services and Information for persons with disabilities in Bangladeshwith support from funded by Humanity & Inclusion (HI) and funded by APNIC Foundation under ISIF Asia grant for an 8-month period from 15 of February 2022 to 14 of October 2022. This project will contribute towards achieving the relevant targets mentioned in UNCRPD and Bangladesh governments’ ‘Persons with Disabilities Rights and Protection Act 2013’ by enhancing and ensuring the accessibility and usability of information and services for persons with disabilities. Persons with disabilities, and in particular persons who are blind or have visual impairments, do not have enough access to essential web-based services and opportunities in Bangladesh, due to the lack of accessibility among other reasons. Because of that, they are denied a variety of educational, employment, protection, health, cultural opportunities thus exacerbating their level of exclusion and discrimination. This project aims at tackling this inequality by providing Bangladesh with a robust corpus of references and knowledge about web-accessibility, and by reinforcing the digital literacy of persons with disabilities, in particular in the use of screen reading software. The project is a pilot, initiating a new and crucial process in Bangladesh from both a top-down perspective (development of web accessibility standards, dissemination and advocacy through policy dialogue) and bottom-up (capacity development of relevant stakeholders including developers and users/persons with disabilities, awareness-raising campaigns, etc.).
Submission of proposal
The proposal should contain two parts: technical proposal and financial proposal. Proofs of previous work or similar assignment is requested as well (this will be used by YPSA only for assessing the capacity of the firm and will not be shared with third parties).
The technical proposal should specify:
- Analysis of the ToR showing the consultants’ understanding of the assignment;
- Proposed Methodologies;
- CV mentioning qualification and experience of the consultants;
- Understanding of disability inclusion and digital accessibility;
- Sample links of few previous relevant works.
The financial proposal should specify:
- Honorarium of professional/experts and other support staff including all and social costs (VAT, Tax etc.);
- The consultants also need to submit a budget for the necessary cost related to the purchase of a dedicated server, Hosting, Domain and so on for the online training toolkit.
- Travel and accommodation costs for consultants;
- Please note that YPSA will not provide any per diems, transport, accommodation etc.

- E-TIN Certificate (for both, either company or individual)
- Bank Solvency Certificate (for both, either company or individual)
- Insurance Certificate (for both, either company or individual)
- Bank details: name of the account, Bank name, branch, swift code etc.
- Documented previous work experiences.
